The division between boshin vertical theme pubs in the centre of town and locals outside only works if you have towns small enough that it's feasible for drinkers who prefer locals to go out of the centre in search for them. In a big city the barrier of travel-hassle is such that these drinkers will want to stay in the centre and pub owners will make more money by having a few sites catering for them.
